Operator Activity Analysis
Analyzes THC dispensing activity to identify which operators are actively serving patients versus those that hold licenses but have minimal or no production.
Activity status is report behavior, not legal license status.
High Activity = average weekly THC is more than 150% of the producing-operator average.
Current Producer = producing THC in the normal band and present in the latest report.
Low Activity = producing, but below 10% of the producing-operator average.
Pre-Operational = appears in the latest OMMU report but has zero THC in every observed week.
Dormant = no observed THC production and no current weekly-report presence, often because the license was transferred, absorbed, or exited.
